The new Vocational Training Law
As stated on the official website of the Ministry of Education, Vocational Training and Sports , the new Organic Law on the Organization and Integration of Vocational Training "aims at a global transformation of the vocational training system and to convert it into a single system that is a gateway to quality employment for young people, which is capable of responding flexibly to the interests, expectations and aspirations for professional qualifications of people throughout their lives and to the demands of the productive sectors ."
For the first time, the Vocational Training system is defined as a single, comprehensive system , designed to identify the professional competencies of the labour market and respond to them by ensuring the necessary training offers that enable the acquisition of knowledge or, where appropriate, the recognition of this knowledge.
The new model of Vocational Training

Training Degrees
Under the new Vocational Training Act, new offers are established that make it possible to acquire "micro-training" (partial content units) that, when added together, "will allow for advancement along a training continuum and the obtaining of successive accreditations and higher-level qualifications."
This new training model, which is cumulative and accreditable, is much more flexible as it allows students to plan their own training itinerary.
This system is organized by Training Grades, that is, by levels that go from Grade A to Grade E, differentiating duration and difficulty, as follows:
Vocational training degrees included in the new law 3/2022
Grade A: Partial accreditation of competence
Grade B: Certificate of Competence
Grade C: Professional Certificate
Grade D: Vocational training cycle
Grade E: Specialization course
In each of the Degrees there will be offers linked to levels 1, 2 and 3 of the National Catalogue of Professional Competence Standards .
Grade A Offer: Partial accreditation of competence
The Grade A offer constitutes the basic offer of the Vocational Training System and leads to obtaining a partial accreditation of competence , which may include one or more elements of competence of a professional module.
There are no academic or professional requirements for access to Grade A training, although students must have sufficient linguistic communication skills to enable learning, as well as the basic skills necessary to successfully complete this training, depending on level 1, 2 or 3 of the professional competence standard to which the learning outcome(s) are associated.
Grade B Offer: Certificate of Competence
The Grade B offer constitutes the object of the partial and cumulative offer of the Vocational Training System referring to a professional module, included in the Modular Catalogue of Vocational Training, and leads to obtaining a Certificate of Competence.
Grade B of vocational training may be obtained by successfully completing this training or by accumulating all the partial accreditations of Grade A competence included in the training that completes the corresponding professional module.
As with Grade A, access to Grade B training does not present any academic or professional access requirements, although it is necessary to have sufficient linguistic communication skills to allow learning, as well as the necessary prior competencies to successfully complete this training, depending on level 1, 2 or 3 of the professional competence standard to which it is associated.
The completion of a Grade B training course or the availability of all the partial accreditations of competence corresponding to the relevant professional module will entitle the applicant to the issue of a Certificate of Competence , which must detail the professional module passed and the professional competence standard associated with it and included in the National Catalogue of Professional Competence Standards and its correspondence with the Spanish Qualifications Framework.
Grade C constitutes the partial and cumulative offer of the Vocational Training System, of several professional modules of the Modular Vocational Training Catalogue due to its significance in the labour marke kuwait phone number list t and leads to obtaining a Professional Certificate.
Grade C of Vocational Training may be obtained after passing this training or by accumulating those Grade B Competence Certificates that complete all of the professional modules included in it.
To be able to access Grade C training, one of the following requirements must be met:
There are no academic or professional requirements for Level 1 C , but participants must have sufficient communication skills to benefit from the learning process. If basic skills are required prior to the course, the offer may include additional training.
For Grade C level 2 , it will be necessary to have a Graduate in Compulsory Secondary Education, a Level 2 Professional Certificate, a Certificate of Competence included in the offer to be made, or a Level 1 Professional Certificate from the same family and professional area.
For Level 3 Grade C , a Technician's degree, a Bachelor's degree or equivalent is required for access purposes, a Level 3 Professional Certificate, a Certificate of Competence included in the offer to be made, or a Level 2 Professional Certificate from the same family and professional area.
Completion of a Grade C training course, previously known as a Professional Certificate (or obtaining a Grade B Competence Certificate that includes all the professional modules included in said training course) will enable the applicant to obtain a Professional Certificate.
Degree D Offer: Vocational training cycle
Grade D of the Vocational Training System corresponds to the vocational training cycles known as: basic, intermediate and advanced grades.
All training cycles will be developed on a dual basis, which will allow companies to take on a much more participative role, since in order to adapt training to the real needs of the labour market, the collaboration of the business sector is essential. Thus, all students who obtain a certificate or degree of Grade C and D will undergo training in companies. In this regard, there will be two types of training:
General Vocational Training in which the student will carry out between 25% and 35% of training in companies and there will be no contractual relationship with them.
Intensive Vocational Training with a training duration in companies starting at 35% and with contractual links.
In both cases, although in different percentages, companies may assume part of a student's training in order to adapt their skills to those required for the position they hold.
