If the supplier fails to provide documents for any criterion, their application receives 0 points for this criterion, but it cannot be rejected at this stage. The application that receives the highest number of points for all criteria is declared the winner.

Any criteria can be used, but they must be specified in the Procurement Regulations. If criteria are used that are not in the Regulations, suppliers can appeal.
